​ABOUT TCC

The Transformative Climate Communities (TCC) Program funds community-led development and infrastructure projects that achieve major environmental, health, and economic benefits in California's most disadvantaged communities. TCC empowers the communities most impacted by pollution to choose the strategies and projects best suited to achieve their community vision and enact transformational change. All with data-driven milestones and measurable outcomes. 

 

Since 2018, the California Strategic Growth Council (SGC) has awarded over $424 million in TCC grants to 37 of the most​ disadvantaged communities in California through a competitive process. TCC is funded through the State General Fund and cap-and-trade dollars at work through California Climate Investments.

September 29, 2025, The TCC Round 6 Draft Guidelines are now available for public comment. Visit the TCC Round 6 webpage to review materials, get up-to-date information, register for listening sessions, and sign up for the TCC newsletter.  

Timeline for Round 6:

  • October – December 2025- Round 6 Draft Guidelines Community Input Sessions (10/14/25. 10/22/25, 11/14/25, and 12/4/25), and Virtual Focus Groups
  • January 2, 2026 - Public comment period ends
  • Spring/Summer 2026 - Final Guidelines and Notice of Funding Availability (NOFA) released
  • Fall 2026 - Applications Due
  • First half of 2027 - Awards

WHAT DOES TCC FUND?

TCC's unique, place-based strategy for reducing greenhouse gas emissions is designed to catalyze collective impact through a combination of community-driven climate projects in a single neighborhood. Projects must reduce greenhouse gas emissions significantly over time, leverage additional funding sources, and provide health, environmental and economic benefits to the community. Project examples include, but are not limited to:

•Affordable and sustainable housing developments

•Transit stations and facilities

•Electric bicycle and car share programs

•Solar installation and energy efficiency

•Water-energy efficiency installations

•Urban greening and green infrastructure

•Bicycle and pedestrian facilities

•Recycling and waste management

•Health equity and well-being projects

•Brownfields redevelopment

•Community microgrids

•Indoor air pollution reduction

In addition to these project strategies, TCC also funds unique Transformative Plans to ensure projects are implemented in a way that benefits the community. These include:

  • Community Engagement Plans

  • Workforce Development & Economic Opportunity Plans

  • Displacement Avoidance Plans​​

  • Indicator Tracking Plans
