Geologic Energy Management Underground Gas Storage Regulations

​​​New regulations related to requirements for California underground natural gas storage projects became effective on October 1, 2018.

Formal Rulemaking

On March 26, 2018, the Department of Conservation (DOC) sent public notice to interested parties regarding a modification to the text of the proposed regulations in the rulemaking action entitled Requirements for California Underground Gas Storage Projects. The public notice initiated a 15-day public comment period ended on April 10, 2018 at 5:00 pm. 
 
 
On February 12, 2018, DOC sent public notice to interested parties regarding a modification to the text of the proposed regulations in the rulemaking action entitled Requirements for California Underground Gas Storage Projects. The public notice initiated a 15-day public comment period that ended on February 27, 2018. 
 
 
On May 19, 2017, DOC sent public notice to interested parties related to Requirements for California Underground Gas Storage Projects.  The publication of this notice initiated a public comment period that ended on July 13, 2017. 
 
Pre-Rulemaking

On July 8, 2016, DOC publicly released pre-rulemaking draft regulations (Discussion Draft) for the purpose of receiving public input on the development of updates to the regulations governing the Gas Storage Program in the Geologic Energy Management Division (CalGEM, formerly DOGGR).

The release of the Discussion Draft initiated a public comment period that ended on
August 22, 2016.  The comments received throughout this period were reviewed and considered as DOC updated the draft regulations.  Below,  DOC offers two versions of draft regulations.  One version is the Discussion Draft as released to the public on July 8, 2016.  The second version shows changes made since the release on July 8, 2016. 

From February 17, 2016 through March 18, 2016, DOC held an informal public comment period to outline CalGEM's immediate regulatory goals regarding Underground Gas Storage, and to solicit specific input on how best to accomplish these goals.  View the regulatory goals and questions.       
 
Emergency Rulemaking

On October 13, 2016, DOC provided notice to the public that a request to readopt emergency regulations will be filed with the Office of Administrative Law (OAL).

On July 14, 2016  DOC provided notice to the public that a request to readopt emergency regulations will be filed with OAL. The underground gas storage emergency regulations were readopted on August 1, 2016.
